Over the course of his career ProcureLinx founder Mark Hijar has become an expert in cutting-edge approaches to supply chain management and federal procurement compliance. Mr. Hijar has held positions at all levels of government contracting legal and procurement functions including Contracts Administrator, Director of Purchasing, Corporate Counsel, General Counsel and Director of Compliance for a purchasing system handling $300M+ in procurements annually. Mr. Hijar took that same purchasing system through two successful DCMA reviews, including that company’s first ever CPSR.
As counsel, Mr. Hijar has negotiated and executed more than 7,000 contracts, from Software License Agreements to Subcontracts to CRADAs with AMRDEC and Technical Assistance Agreements with the British Royal Navy and la Fuerza Aérea Colombiana. While serving on his company’s New Technology Steering Committee, Mr. Hijar developed an ROI algorithm for new invention patent evaluation and assisted with the maintenance and oversight of a portfolio of dozens of patents, trademarks and copyrighted properties. Mr. Hijar also developed successful OCI Mitigation Plans for US Army and Navy prime contracts and program specific OCI training modules. Mr. Hijar has also built clean rooms, developed company-wide technology control plans (TCPs), and overseen export compliance (both CCL and ITAR).
